Brian Chang is an associate at Carpenter, Rothans and Dumont and focuses his practice on defending law enforcement officials and public employees. He works on a wide variety of police practices issues, including wrongful death, excessive force, 42 U.S.C. sec. 1983 claims, Monell liability, and officer-involved shootings. Mr. Chang has counseled and assisted state and federal law enforcement agencies, including the Los Angeles County Sheriff's Department, the Santa Ana Police Department, the Culver City Police Department, the Pomona Police Department, the Monrovia Police Department, and the Department of Homeland Security. He also handles labor and employment issues, including discrimination, wrongful termination, and tort liability.

Mr. Chang's recent noteworthy results include:

* Joseph Koepper, et al. v. Lisa Volpe, et al. (U.S. District Court, Central District, CV-12-00749 R (PLAx)): full judgment of dismissal, pursuant to FRCP 12(b)(6), in civil rights action alleging unconstitutional conduct on the part of an Arcadia Fire Fighter and Sierra Madre Police Officer arising out of an emergency response to an attempted suicide.

* David Barnard v. County of Los Angeles, et al. (U.S. District Court, Central District, CV-05-05611 GAF(FMOx)): summary judgment granted in favor of Los Angeles County Sheriff's Department detective, in civil rights action alleging unconstitutional classification of inmate.

* Ricky Sengupta, et al. v. City of Monrovia, et al. (U.S. District Court, Central District, CV09-0795 ABC (JWJx)): denial of plaintiffs' motion for interim attorney's fees, saving the City of Monrovia $93,451.50.

* Jonathan LaRiccia, et al. v. City of Lancaster, et al. (L.A. County Superior Court, MC021477): demurrer sustained without leave to amend, in dangerous condition action alleging improper conduct on the part of Lancaster School District.

Mr. Chang graduated from Southwestern Law School, where he served as a Staff Member, Note and Comment Editor, and Executive Board Member of the Southwestern Law Review. He also worked as a Judicial Extern for the Honorable Margaret A. Nagle of the United States District Court, Central District of California. Throughout law school, Brian clerked at the Los Angeles County District Attorney's Office in the Major Crimes and Hardcore Gang Divisions. In his free time, Mr. Chang enjoys hiking, barbecuing, and target shooting.
